Cumberland drafting agreement with Coal Valley Estates

The Cumberland committee of the whole voted Monday to recommend Village staff draft an agreement with Coal Valley Estates.

With the exception of Kate Greening, the Cumberland committee of the whole voted Monday to recommend Village staff draft an agreement with Coal Valley Estates.Under the agreement, council would allow the developer to prepay water development cost charge (DCC) fees in exchange for water DCC credits. The recommendation is conditional upon Vancouver Island Health Authority source approval for the Coal Creek well. The purpose is to ensure water supply will not preclude final approval of Coal Valley's Phase 4A subdivision application for 34 lots. The new well will be able to service an estimated 2,060 people, based on a summer rate. The estimated cost per additional person is $345 or $863 per lot. This rate is significantly cheaper than raising the Hamilton Lake Dam, engineer Bob Hoffstrom noted in a report to the committee regarding water storage and demand.
