By 3 p.m. on Halloween Monday, downtown Courtenay was alive with young trick or treaters for the annual Courtenay Halloween Parade and Party, hosted by Courtenay Recreation in partnership with the Downtown Courtenay Business Improvement Association (DCBIA).
